Dr. Paul Reinald Base-Garcia, RN, a distinguished BS Nursing alumnus of the Lyceum of the Philippines University-Batangas (LPU-B), earns recognition as one of the Top Healthcare Professionals in Saudi Arabia and Bahrain in the Filipino Times Watchlist Awards 2025. Selected from over 350 accomplished nominees, Dr. Base-Garcia is honored for his outstanding contributions to nursing education, clinical practice, and international healthcare advancement.

Dr. Base-Garcia currently serves as Assistant Professor at the Medical-Surgical Nursing Department of Taibah University, a government institution in the Madinah Region. He proudly holds the distinction of being the first Filipino faculty member appointed in the university’s College of Nursing—a milestone reflecting both professional excellence and national pride.
With nearly two decades of combined experience in clinical service and nursing education, Dr. Base-Garcia has held critical academic leadership roles, including Course Coordinator, Deputy Head of the Examination Unit and Control, and Member of the College Research Ethics Committee. His teaching and research expertise focus on nursing education, student research competence, burnout prevention, and competency-based education (CBE) in nursing programs.
Dr. Base-Garcia’s scholarly work includes peer-reviewed publications cited in international academic platforms, including the ERIC database, a premier U.S. government-sponsored index for educational research. As a peer reviewer for international health and education journals, he contributes to the global discourse in nursing and pedagogical development.
His professional qualifications span multiple countries. He is a licensed registered nurse in the Philippines, Saudi Arabia, and the United States, and has successfully passed the Objective Structured Clinical Examination (OSCE) for nurses in Australia, affirming his global nursing competence. He also holds certifications as an instructor in Basic Life Support (BLS) and Advanced Cardiovascular Life Support (ACLS) from the American Heart Association.
In support of fellow Filipinos, Dr. Base-Garcia has taught in training centers across Saudi Arabia, helping prepare Overseas Filipino Workers (OFWs) for healthcare roles such as nurse assistants, empowering them with practical skills and career opportunities.
Outside of his academic and healthcare commitments, Dr. Base-Garcia is a black belt practitioner and member of the Taekwondo Association of the Philippines, and actively serves as a Lieutenant Commander in the Philippine Coast Guard Auxiliary (PCGA), contributing to civil assistance and community outreach programs.
