I am a son of an OFW and farmer from the Southern part of Batangas. The eldest son, among the three siblings of Mrs. Nemie Tolentino-Fronda and the late Ponching Fronda from Brgy. Durungao, Balayan, Batangas.
Through God’s grace, luckily, I was able to finish my baccalaureate degree in Criminology in one of the prestigious universities in the Philippines, Lyceum of Batangas, (now Lyceum of the Philippines University-Batangas) in 1998 through the trust and hard work of my parents.
I also finished the Basic Midshipman Officer Candidate Course (BMOCC) Class 28-A-94 conducted by the 303rd Naval Reserve Command Center 3 based in Lyceum of Batangas in 1994.
I used my Civil Service Commission police officer entrance eligibility to enter the PNP service in 1998 and luckily passed the Criminology licensure examination in 2001.
I then became Senior Police Officer 1 at the Tuy Municipal Police Station when I passed the Lateral Entrants qualifying examination for Line Officer and was included as one of the Class “MARANGAL” 2008.
At the age of 32, I became Police Inspector (Police Lieutenant) and was re-assigned in MIMAROPA Region, particularly in Oriental Mindoro where I served for almost thirteen (13) years and got my three rank promotions: the Police Senior Inspector (Police Captain), Police Chief Inspector (Police Major) and lastly Police Lieutenant Colonel.
I handled different positions in the PNP, such as Chief of Police of Victoria, Pola, and Gloria in Oriental Mindoro and Chief of different units in Oriental Mindoro Police Provincial Office. He finished specialized training as PNP Scout, Hostage Negotiation Course, Tactical Commander’s Course, Explosive Ordnance Course, Investigation Officer Basic Course, Human Rights Officer Course, Specialized Planning Course, and mandatory courses: Public Safety Officer Basic Course and Public Safety Advance Course. Recognizing his contributions in PNP and other government agency, he was also a recipient of numerous awards such as, Military Merit Medal from AFP, Medalya ng Kagalingan, Kasanayan, Papuri, Ugnayang Pampulisya, Paglaban sa Manliligalig, Pagtulong sa Nasalanta, Paglilingkod sa Luzon and Kadakilaan. I was also a passer of Police Service Executive Eligibility (PESE) in 2015, one of the requirements to become a full Colonel.
In 2019, I was assigned to Batangas PPO and my first assignment was the Chief, Human Rights Officer of Batangas PPO and currently, the Chief, Police Community Affairs Development Unit of Batangas Police Provincial Office.
With all these achievements which started after finishing a college degree I would say that there is no wrong in dreaming, but make sure that you have faith in the Lord and always remember your humble beginnings and the people who helped you along the way.
